Emmett is the county seat of Gem County. Inside city limits, the City of Emmett’s building department takes residential building permit applications. For homes outside the city, check with Gem County. Its rules differ in places. For example, Gem County says a freestanding stick-built structure of 120 square feet or less doesn’t need a permit.
